No one enters or leaves Waviera during the Awakening Festival, no matter be they resident, a member of House Sieron, or an undesired outsider. Those who hope to attend the celebrations must take care to reach the city before the sun dawns on the first day, or to not venture all too far from their homes lest they must sleep alone on the opposing shore. This, however, is hardly a surprise coming from the capital of a county infamous for it's people's obsession with purity, and the festival itself is nothing short of what one should expect from a nation of perfectionists.
The Awakening Festival is a most revered holiday, in celebration of the doubtlessly most important event in the history of Palandri, and as such it should be treated with respect and acted out with class, something the people of Waviera consider the other counties' to be doing a utterly poor job of.
Only the absolute best if good enough; All banners are of soft, blue silk, hanging from the wooden bridges tying the city together, only just barely brushing the waters' glistening surface. The music is tasteful, the seafood sublime, and to appear outside of your own home in common rags is as much an insult to House Sieron as it is to the Goddess herself.
